Changes in legislation in the RF, Kazakhstan and Belarus – an overview:

• On February 15th2013 the Technical Regulations (“Reglements”) for the Customs Union comprising RF, Belarus and Kazakhstan have come into force. Henceforward most products fall under the TR TS Technical Regulations (“Reglements”). The national GOST R, K and B remain relevant just for a small group of products, which do not fall under the new regulations.
• In connection with the above mentioned changes, the validity of all serial certificates issued before February 14th 2013 was shortened to March 15th, 2015!
• Effective from 1st of January 2014 the equipment operating in objects classified as dangerous „опасных производственных объектах (ОПО)“ does not require the document called Permit of Usage,  Permit of Rostekhnadzor or Razrešenije RTN anymore!

In connection with the annulment of the Razrešenija RTN (Permit of Usage), the following documents are established in accordance with Law N22 from March 4th,2013, which replace the RTN Permit:

• The Industrial Safety Expert Opinion registered at RTN (Rostechnadzor) – for equipment which doesn’t fall under the TR TS
• The TR TS Compliance Certificate”On the Safety of Machines and Equipment“ (TR TS 010/2011)

Yet anotherchange, is the activation of the last Technical Regulation (“Reglement”) “On Equipment Working under Pressure”, which comes into force on February 2nd, 2014.
